7.38.040(A): REQUIRED ON-SITE PARKING SPACES

Sites with Multiple Uses. If more than one type of land use is located on a site, the number of required on-site parking spaces and loading spaces must be equal to the sum of the requirements calculated separately for each use, unless a reduction is approved pursuant to this chapter.

Community Assembly: "1 space for each 4 permanent seats in main assembly area, or 1 space for every 50 sq. ft. of assembly area where temporary or moveable seats are provided."

Day Care Facility: “1 space for each 10 students/clients, plus 1 drop-off/loading space for each 10 students/clients. These standards are based on the capacity the facility is licensed to accommodate.”

Schools, Private: “Elementary and Middle Schools: 1.5 spaces per classroom, plus 1 space per 300 sq. ft. of office area.”

High Schools: “6 spaces per classroom.”

Calculation of Required Spaces. The number of required parking spaces must be calculated according to the following rules:

  • Employees. Where an on-site parking or loading requirement is stated as a ratio of parking spaces to employees, the number of employees must be based on the total employees employed by the use;

  • Students or Clients. Where a parking or loading requirement is stated as a ratio of parking spaces to students, the number is assumed to be the number of students or clients at the State-certified capacity or at Building Code occupancy where no State certification is required; and

  • Seats. Where parking requirements are stated as a ratio of parking spaces to seats, each 30 inches of bench-type seating at maximum seating capacity is counted as one seat.

Anthem Chapel is clearly proposing a multi-use facility, with plans for daycare, a school, office space, and large events throughout the year. To classify this solely as a “Community Assembly” is misleading and problematic. The proposed 125 parking spaces fall far short of what the city’s parking code requires for such a multi-use site, raising significant concerns about compliance, safety, and the cumulative impact on surrounding neighborhoods.

Evidence of Current Overcapacity

Anthem Chapel rents Goleta Valley Junior High Auditorium, which has a 630-seat capacity. For special events they move to Dos Pueblos High School's 750-capacity auditorium to accommodate their congregation size, proving their congregation significantly exceeds 500 members.

As neighbors and residents, we believe this large-scale assembly use is incompatible with our quiet residential area and violates key principles of responsible community development.

  • Our neighborhood is zoned for single-family residential use to maintain low-density living and preserve the natural character that makes this area special. Large assembly facilities fundamentally conflict with residential zoning intentions.

  • The scale and frequency of proposed activities would disrupt the peaceful character of our neighborhood. Weekly services, evening events, and related gatherings generate significant noise that affects residents' ability to enjoy their homes and outdoor spaces.

  • The proposed development lacks adequate parking, forcing overflow into neighborhood streets. This creates safety hazards for pedestrians, cyclists, and emergency vehicle access while burdening residents with congestion and blocked driveways.

  • The Lake Los Carneros area is designated as a protected scenic resource in the Goleta General Plan. The proposed development threatens the visual integrity and environmental sensitivity of this cherished community asset.

  • Fire safety and evacuation concerns arise from the proposed high-occupancy use in a residential setting.

  • Large-scale commercial assembly use in a residential zone threatens property values and undermines residents' investments in their homes and community.
